Text on the front says THANH NIÊN XUNG PHONG THÀNH PHỐ HỒ CHÍ MINH which roughly translates to Youth Volunteers of Ho Chi Minh City.

This was equeal to Hitler Jugend and similar movements.

This was awarded by the army to these volunteers.

HISTORY:

During the Vietnam War (1965–1975), nearly 290,000 young volunteers (often referred to as the
Youth Volunteers) supported the North Vietnamese army by transporting supplies, repairing roads, and dismantling bombs. Key movements like the "Three Readinesses" and "Five Volunteerisms" drove this effort, which resulted in 6,051 volunteers dying and over 42,000 being injured. 
Key Contributions and Activities:

    Logistics & Maintenance: Volunteers built 102 strategic roads totaling 4,130 km, transported over 100,000 tonnes of weapons and food, and maintained critical infrastructure.
    Combat Support: They operated under dangerous conditions, removing over 10,000 bombs, shooting down 15 U.S. aircraft, and digging 1,135 km of tunnels.
    Medical Aid: They established field hospitals and provided frontline medical assistance.
    Role of Women: Women played a crucial role in these volunteer forces
